As well I am using MS Websocket, but high CPU happens when no WebSocket client is connected to web service, so I hardly believe that it's a cause. I tried to use apache ab for load testing, but there isn't any pattern, that after one request's load test, I would get high CPU. So sometimes happens, sometimes don't during load testing.

It arguably made it worse cause now my gpu usage is low and my cpu usage is high. My frames are worse in some games more than others now too. I am just so confused because the PC ran flawlessly before I installed the cooler with the same drivers, etc, but now it performs well below what it should be reaching. Just for shiggles I'd check the priority in your task manager for steam , see if it's set to high. Or change the start page to your library in settings , close and re-open steam and just don't open the store. Dunno why but it worked for me a few updates ago.

I am using a intel i5-4590 @3.3ghz. Uplay store uses too much CPU I just logged in again into uplay because I wanted to purchase Watch Dogs 2. While I was trying to browse the store, everything froze for seconds: I couldn't click other windows inside the launcher, couldn't progress my browsing and so on. To be fair I'm also capping my fps to 70 ( 75hz Freesync monitor ), but setting uplay to below normal greatly improved my 1% and 0.1% lows. Running RX 480 and Ryzen 5 1600x on mostly High settings. I won't deny my cpu is probably working hard.
